Are there players with a legendary skill where it´s not indicated the 20+?

I always see the + with legendary players. Does it mean they have at least 21?

In Buzzerbeater shows 20+ but in Buzzer-Manager you can see legendary(21),(22),(23).

last season when I bought a player and when I see his skills in buzzer-manager shows

JSH: legendary(21) JR: wondrous
OD: phenomenal HA: legendary(23)
DR: legendary(23)


P.s I can't tell who is he cuz I can been banned for advertising..

Last seazon i bought a player and buzzermanager showed he is lvl 24 in free throws:D
