I can't say for certain in this situation but usually a shooting foul (without a made basket) is considered a "shot". It could be that the formula used to calculate pp100 here isn't taking into account how likely a player is to get fouled which would reduce pp100 because a shooting foul is better than a normal shot attempt. But I've never seen or heard of individual free throws being counted as any type of shot individually.
