Only scouted a few guys. Found a 5/3, 5/2, 4/3, and 3/3.
Wouldnt mind the 5/3 or 4/3 guys but probably wont be around at my pick. Sadly, couldn't find another miraculous high potential guy to try and snag. Not spending much, isnt worth it with my record and probably wont be next season either.

By the looks of it you don't have enough points to even take advantage of your draft position, don't waste any more points and just wait for next season. its too late now

BAD ADVICE. (In my opinion) He basically has the first pick in the draft now because the two new teams wont know what the heck they are doing and dont have many scouting points. Personally if it were me I would invest A LOT these last few weeks to try to find a younger star. His draft spot is amazing in my opinion.

Depends purely on how much he has invested throughout the season. If he didn't previously accumulate some scouting points, he cant gain much in the next 3-4 weeks even at 40k per week. He'd essentially get to fully scout 6-8 players (assuming 0 scouting points prior to now which likely isnt the case). Thats barely 15% or so of the draft class. He'd have to be uber lucky to spot the highest potential players at that rate. Now if he had points and did the combine and/or group demonstration and has enough to target the good looking 18yos then its a different story but much rests on how much he accumulated previously in my opinion.

My personal opinion is this:
You have 2 choices.
Option A: Spend 40k a week and scout as many players as possible before the draft and hopefully you find the half dozen players that are really, imo, worth all that effort/cash potential wise. Be aware the new teams or teams that dont bother to set their draft orders will pick 100% randomly and may well, by pure luck, steal the player you wish to draft after having spent all that cash.
Option B: spend 5-10k a week on scouting but do not scout any further than you already have; save those points for the next time you find yourself at the bottom of the standings and have much more points available to ensure you find the best possible pick(s). You're likely demoting and will easily be able to dominate a D.V league with your current squad so spend the difference between the 40k you could spend on scouting and what you decide to spend (5-10k) and expand your arena. If you spent 10k on scouting and 30k on the arena you would spend 90-120k on arena expansion before next season as well as accumulate 6-8 scouting points for a future draft. If you expand bleachers thats 600 seats that if you sell out at your current price of 8 (which is likely if you demote and then dominate) thats 4800 a week in income that you can then use to expand further or sustain a higher team salary.
(Disclaimer: Above numbers are purely for the sake of making an example. I'm too lazy to see exactly how many updates would happen before next season so those numbers could be off a bit. Don't quote me)

Analysis:
Option A is the gamblers option. It's spending a lot of money for an uncertain outcome. If you get lucky and snag the 9+ potential guy(s) available you could train up the future face of your franchise or sell them immediately for a quick million or more giving you tons of options going forward. Obviously this option has some huge upside but the likelyhood of it panning out just how you want is lower.
Option B is the systematical low risk option. It has no massive upside (at least not immediate) but also is certain to payoff in the long run and not waste any cash when your franchise needs it most.

It's up to you to determine which option is best for your team.

by the looks of it he just finishe scouting player #1 on the whole list, this is way behind. th draft order has to be submitted by the 2nd meaning he hast two more financial updates to get scouting points, not enough for the combine. hopefully he did the combine

this is what im referring to ^, by the looks of it he just finish scouting one player. there is only two weeks left of points he can accumulate which won't be enough for the combine.

A 5/1 SF those are my first four players to pick

If that's the case then dont spend another dime on scouting this draft. You already found the gems. There are not many 5-ball potential guys per draft.
Put the two 5/5 guys as your first two picks and hope you get them both. At a bare minimum you should come away with 1 of the 2.
