My suggestion would be to scale the FT skill differently so that it is more on par with Stamina and caps at 10. I find it silly that players have to have 13 FT to be a 79.5% shooter from the line like my player Luke Simmons was last season. 8-10 should be plenty to ensure 80-90%

I think we're dealing with far too small of numbers to really draw conclusions, but my point stands that I don't think it should be necessary to train FT above 10 when Stamina, the only other team training option, maxes out at ten.

Experience could play a part there. If 2 guy have low experience , and he shot free throws for example in tied game when 1 min left , maybe that's why he missed it. And as guy said, number of free throws really small to make conclusion..
