It does not matter if it is actually done every week, or as a calculation of your investment by the end of the season. the outcome is the same.

I think that players (4 per each week of 40000$ investment) will be chosen randomally for the scouting, regardless of prior scouting, unless they were already scouted twice and they are not candidates for the randomal choice any more.

It would make more sense if better players would be chosen for a second scouting, yet it seems to be totally randomal.

Still, I have no real knowledge, only assumptions...

with investment you got scouting points. 4 points for 40K and this accumulates through season. At the end of season, when draft candidates created, your total scouting points distrubuted randomly among 48 candidates. If 1 one assigned one thing, and 2 point assign another thing. I think this is how system works.

Good that you ask cause Id like to know:

Can a players potential be higher than this star rating? I have yet to see a player like that (all players I see in this draft have their potential equal or lower than their star rating).

same here. I have such a player in my draft as well
