10 players are too few in my opinion. 12 is a reasonable size. With only 10 players it will be very difficult to not play some players too much and decrease their game shape.

I doubt that there is a big value in investing in scouting. I would put $10000 for the scouting. But your chances of finding something really good just because you draft early is still pretty poor as you get little information.

I more meant that if you start investing in scouting now, don't expect to get a lot of info since it's so close to the end of the season. But you should be able to see some info for a few players this draft if you invest now.

Depends how long it is since he started. New teams get a set amount of scouting to start with. It may be smart to scout a little. Although I personally don't use any money on it at all after 3 seasons with only 1 decent pick. I depend on chance alone ;)
