The above advice was only if you were keeping him on your team.
If you are going to try and make the U21 team and are not concerned with salary then I would do the following:

1. Train Inside Shot to Sensational
2. Train Jump Shot to prominent
3. Train ID, IS and Rebounding up to wondrous.

The reason being that I think that to make the U21 team, especially in the US, you can't spend too much time training secondaries.
However, I don't know what the current skills are for U21 players in your countries team so if his primaries are already good enough in comparison, then it would be far better for your own team to go with training secondaries.

Great player there.
If I were you I would do the following:
1. Train Rebounding up to prolific.
2. Train Inside Shot to prolific.
3. Train Jump Shot up to Strong.
4. Train Outside Defence up to Strong.
5. Train one on one until Driving is on Strong.
6. Train passing up to Strong.
7. Train Jump Range up to Strong.

Would be an absolute gun!

Goodluck in playoffs.

The reason I suggested training so many guard skills is for the following reasons:
1. Keeps salary quite low
2. Well rounded players are better players
3. They are already high so a bit of training in the guard skills will go a long way.
4. It will substantially increase the value of your players for when you sell them

However, I understand why you are training inside defence up high first.
Hopefully you can promote to div 3 and continue training this player because he has the potential to be a great player.

I would train OD to Strong. And train One on One until handling and driving are on Strong.
Then I would train IS, ID and Rebounding up to Prominent.
Then see what the skills are like and go from there.

Nice player.
What to do with this player depends on your financial situation.
Training inside skills is going to increase the salary by a lot!
You could train Jump Shot up to prolific and give him some one on one training to get the driving up to strong and get the handling up a little bit which will make him more rounded and keep the salary lower for a while.
