3.3 blocks a game is pretty good in my opinion. Also, like you stated there are other effects of shot blocking that are hard to be seen, so it makes it is easy not for people to appreciate it. Still, if you look at how well the opposing player he was guarding shot during that game, you may get a better indication.
As for Hall I agree that 1v1 forwards is the best option for him right now, for all his secondaries besides his OD are just not good. In my opinion the new trainer probably have to focus on 1v1 this entire season to get those secondaries up to par.
