Of course the enthusiasm can go higher than 15, and that's why it's possible to be at 15 after the friday's update. The fact that you suggest we don't know that says a lot of things about you lol. But from what I know, even if it's higher than 15, the maximal value used by the GE is 15 (maybe it's 16 or 15.9 since 15+ exists).
That's simply not true. In a european championship using TIEs only you can have 17+ approaching a semifinal, and then near 23 playing the final if you use PON in the semifinal. But I don't want to convince you. On the contrary, I hope you will remain on your dumb positions.
But I have never noticed an amazing difference in the team ratings between a PON in a semi played with an enthousiasm <= 15 and a POS played in the final with a virtual enthusiasm around 20.
You didn't look very accurately at my european semifinals:

But at the end Belgium and his 150 users has a final to play with a great enthusiasm against Spain, 1218 users, while Italy (1174 users) is watching at home. You can say all what you want, this is a fact. Maybe we will lose, because Spain has been very impressive so far (except against Azerbadjan lol) to eliminate Lituania and France and is managing by one of the very best managers in this game (a level higher than you and me). But that won't change the fact that guiguits and his staff have made a great job 1. to build this incredible roster and 2. to lead it to the final.
