Very very very very nice player.
I would do the following:

1. Train one on one for 8 weeks straight.
2. Train Outside Shooting for 4 weeks straight.
3. Train Jump Shot for 6 weeks straight.
4. Train OD for 6 weeks straight.
5. Train Passing for 4 weeks straight.
6. Train one on one for 4 weeks straight.

That will take 32 weeks which means he will just turn 21 when you finish and should result in a player like this:

Jump Shot: tremendous Jump Range: prominent
Outside Def.: tremendous Handling: prominent
Driving: sensational Passing: sensational
Inside Shot: inept Inside Def.: average
Rebounding: atrocious Shot Blocking: atrocious
Stamina: mediocre Free Throw: awful

well if he wants to put his player in to u-21 he'll need 14 OD and passing. And the player doesn't need that much in JR, cause he'll probably be a PG
