I don't think that the soft cap is on total number of seats. It's more likely that each type has its own cap, otherwise a setup like the one you proposed would be reasonable. Which is, frankly, ridiculous and goes against BBs intention to shorten the gap between teams.
But hey, you’re the one with a 20k+ seater, so what's your experience: is the cap really on total number of seats?
BBs had always talked about a 20k arena. They have never talked of specific restrictions on any given type of seat, they have not also, speak of any specific restriction to total income regardless arena size (like they could have done).
So there is no reason to think they actually have specific caps, because if that is true, they MUST tell us that what they have been talking about 20k arenas is only a speculative number based on ???(something that they, again, MUST tell) and probably at least allow deconstruction for far more time than 1 season.
Because, if what is said in the last paragraph is true, then only a few players in the game would be able to figure out what these caps might be, and this limited amount of players could also do that testing during this unique season only.
So, there is no reason to believe it is otherwise unless a serious issue is about to arise in a few seasons more when people start to realice that the 20k thing was not a precise guide to the changes and that they intensive in high-priced-seats arenas(wich construction had extremelly high costs) with total capacity below 20k were a way bad investment that could not be prevented with the information available at the time. That is not a fair, nor good not a reasonable situation to have.
@CrazyEye: That kind of configurations do have their own issues. While it is true that they try to improve the income regardless performance, they are also pretty expensives. The other question would be how much money you spent in arena that could be use to bought players that will allow you to have a better a performance, thus more wins and more income today that be used to, again, invest in order to have better performance, to have more wins in future...
