so spain(maybe italy too) have more user then could play in the cup, because the splitting is right but normally bot participate in the cup so that all human could play.

I'm not 100% sure, but I believe that the size of the cup is dependant on the number of divisions in that country. So Australia has 4 divisions so the cup is 1024.
Not completely sure how it all works, but there will be teams that aren't in the cup due to having too low of a ranking.
