The point is that they *are* making the right decision. They are keeping their team in the competition by any means possible, even if it just means that they'll be useless in the rest of the competition.

But this just not happen in the last game of the qualification, when they are forced to win with any instrument to pass, often they do this in the middle of a qualification group, with other 3 or 4 games to play

Yep, Coco summed it up quite well. Side note, German U21 not that great this season...

Decision: CT vs. No CT

Outcome: Qualify with no hope vs. Go home.

Even though I don't value Qualifying with no hope, for a team that has never made it that far that can be a goal.

And the decision for a "big" team would be?

Decision: TIE vs. Normal

Outcome: go home with a great team and tons of enthusiasm in the pocket vs make it to next round with another victory and 1 point less of enthusiasm.

Good NTMs are not only able to make smart line ups but also, and more importantly in high level of competition, they are able to understand and anticipate what opponents will do, creating a strategy in order to maximize their performance.

A couple seasons ago I CT'd the final game of the first round of the Asian Qualifying, knowing full well that by doing so I would have no hope in the next round. Had I been granted enthusiasm of twenty for the entire tournament I still would have had no chance against the other teams that qualified. We won and Thailand advanced and got our asses handed to us in the knockout round, but it was worth it to finally get out of the qualifying round. So, while being a member of the lofty USA I can understand you wouldn't value qualifying with no hope, for tiny Thailand it was our greatest NT accomplishment.

Once I scored a basket that still makes me laugh.

i don't follow NT, but this sounds very similar to the old playoff enthusiasm management system
