From having looked through my entire leagues draft board for a few seasons now I would say while it may be possible for a really bad skilled player to have high potential it is very rare. Overwhelmingly it is the better players that also have the better potential. I did post the numbers somewhere but it was 3 months ago and I don't know where, but anyone can do this experiment.
