Probably need to add or adjust a few things to the original idea to deal with loopholes. Maybe they could do something where a team would have significant long-term damage to their fanbase/attendance for a forfeit or significant reduction in player salary. If you make it so its more than a 1 game penalty but a longer-term one then there would be less incentive to do this. The penalty has to be worse than the benefits.

The fans should be refunded if the home team forfeits. No income is given.
If the away team forfeits, then the home team should still receive income. As it is not their fault.
