(never saw your last post til now) Most of his skills are 1 so it's not long before his FT drops I guess (assuming it will only drop after all skills are at 1).
No... all skills don't need to be at 1. My guy still had inept JR, plus another skill above atrocious. (so, he was rather similar to your player listed above!)
The main thing is age (being old enough) + FT having a low enough (or non-existent) sub level. The drops are all about negative training I believe. Like... my guy that dropped in FT also dropped to zero stamina while training stamina!
