Holy cow, if a top tier DIV team looks like that on defense (13OD, 11-13 ID) what does a top t over DIII team look like? In general

I'd think the average for a D1 team starter now is probably 17, D2 15, D3 13, D4 I have no clue (but it stands to reason that it's around 10-11). The average not the top talent.

Typically a top tier D4 team will look more like an average D3 team, so it really depends what your goals are. If you want to go for promotion, it would be advisable you get 12 or better OD (and ID on big men).

Keep in mind that this is relative. OD>PA>JR/HA/JS are all important skills and I would most likely take a guy who is 12/12/11 12/10/12 over a guy who is 10/10/13 9/10/10. Ultimately everything adds up, even if skills have a different worth, so you may want to have decent (5 or better) IS and ID as well and stamina and FT.

When I promoted from D3 in Utopia last time my top OD players were 16, 16, 15, 14, 11. When I promoted in England ages ago my starters were:
PG: 13/9/14 10/8/13 5/6/1/2 5/9
SG/SF: 15/8/13 14/12/9 11/8/6/4 6/9
SF: 10/10/12 11/9/9 9/9/6/6 8/10
PF (trainee): 5/7/5 6/8/7 9/7/10/9 6/3
C: 6/9/6 7/7/9 11/10/12/4 5/7 7/10

I'm stuck between training JS/F, 1V1F, IS/C. I haven't trained Pressure yet even though OD is mandatory to have on your players.

Train 1v1 forwards first it will train JS and IS as secondary skills and HA and DR as primary. It's a very fast training. Then depending on the potential of you players, stop 1v1 and train OD or JS or IS. This is because if HA/DR are higher then OD and JS will train faster (this is known as 'elastic effect').

Do you happen to know the caps on potential? Is a 'star' won't be able to go higher than proficient in a particular skill

Do you happen to know the caps on potential?
Yes there is a formula for the cap and a 'Star' could 'cap' between 5.0-5.99 depending on the sublevel of the potential. You can still train past the soft cap but the speed will be reduced.

Buzzer-manager has a handy tool: http://www.buzzer-manager.com/estimation_salaire/
You will need to create an access key from the preferences page in buzzerbeater (http://www.buzzerbeater.com/prefs/profile.aspx)

A complete answer would be to take this coefficients and multiply them by the skill levels (and sublevels if you know them):
POTENTIAL COEFFICIENTS
___JS JR OD HA DR PA IS ID RB SB
PG 18% 28% 30% 23% 11% 50% 5% 5% 20% 3%
SG 45% 41% 40% 6% 6% 7% 6% 10% 25% 3%
SF 60% 23% 30% 5% 5% 3% 10% 20% 35% 3%
PF 34% 6% 5% 5% 5% 3% 40% 40% 40% 16%
C 8% 15% 0% 3% 3% 3% 46% 42% 45% 23%

The maximum number you get is the cap value of the player. Then you need to check that value against this other table:
POTENTIAL VALUES
Pot_Number Pot_Name Min Max
0 announcer...........10 10
1 bench warmer.....10 12
2 role player..........12 14
3 6th man.............14 16
4 starter................16 18
5 star....................18 20
6 allstar.................20 22
7 perennial allstar...22 24
8 superstar............24 26
9 MVP...................26 28
10 hall of famer......28 30
11 all-time great.....30 30

Is a 'star' won't be able to go higher than proficient in a particular skill
Yes you can achieve something like this at full speed if the sublevels of potential are high:
http://i.imgur.com/j2d2bO6.png

To calculate from the first table above you'd get:
PG: 19.88
SG: 19.59
SF: 18.59
PF: 15.19
C: 13.59
The highest value is 19.88.

At that value you may or may not have hit the cap for a 'star' player because the cap is between 18 and 20. An 'Allstar' would be guaranteed to be not capped at 19.88. In other words you can say you have about 94% chance (19.88-18)/(20-18) to be capped. With sublevels you're likely to be at 100% chance.

In any case the cap is really only a soft cap, therefore when you pass the real potential level (5.00, so no sublevels, would equal 18 in the table and 5.99, so max sublevels, would equal 19.99 in the table) you can still train the guy, it will be much slower and likely not worth it though.

I have a 6'9 18 MVP trainee who I want to be a star, I was going to train IS for him but you said 1V1F is the fastest to get HA/DR

Yes you can train whichever skill you want, mate. Normally people train 1v1 first because it boosts all other outside skills' speed and crucially trains IS as well (1v1 forwards).

At 6'9'' you should probably look to make him into a PF or SF (because height affects the training speed as well, so he won't train as fast as a 6'0'' player in outside skills like OD or JR, but he will train faster that the 6'0'' player in inside skills). In any case it really depends on the the target (the final build) you want to achieve.

Unfortunately if you really want to make a plan you will need to use one of the tools that were developed based on the evidence coming from the US offsite research. So either Coach Parrot or the Training Simulator.

Training Simulator (by rhyminsimon): (229484.1)

I had to add some stuff progressively also because you can't make proper tables on the forums. So something got posted after your reply.
