Something like a U24 team would make more sense than a U19 team. At 24, most players are not making their National Team (for larger nations at least) but are very skilled players still. I'd say most large nation National Team players enter the NT scene around 26-28, so U24 would be a nice balance between the U21 NT and Senior NT. Even this idea though, would cause problems for micro nations as the senior NT would want some of the U24 players on the senior team.

I'm all for a U24 team. It would also give people an incentive to train the 7 and 8 potential players, coz at least these players have an extra 3 years to play at NT level. These players would almost never make it into the NT, and are often overlooked by trainers because of their lower potential.

A U19 team would be pretty redundant coz we know most players are training 1v1 Forwards in their first season. Even if they aren't there is also not enough time frame for any player to achieve any useful builds so it's very highly reliant on starting skills.

I like your suggestion with the U24 team. Some superstar-potential players might still make that team, whereas even in Korea (where I'm involved a lot and have trained multiple NT-players) it's almost impossible to get a superstart potential into the NT. The idea with 18/19y olds doesn't really make any sense to me. Doesn't really have much to do with training since it's mainly the players with high starting skills that would make those teams ... with the 24 idea, that would be nice. Only problem: how would we play world-cup, european/ asian/ american etc. tournaments? Would a National team manager be elected for 3 seasons instead of two if world-cup only took place every 3 seasons?

What about a reserve NT team with players with a maximum potential of Superstar (or even perennial allstar)? This would allow smaller nations to compete since their talent pool will increase and players would be capped in skills. This competition would be something equivalent to a BBM tier, allowing for more equal competition and putting more emphasis on tactical decisions. It could also motivate managers to train players with lower potentials. One problem I could foresee is that players should be able to both compete in the main team and reserve team in order not to punish small teams who's Superstar players might already be in the main team.
