Why is OD so important for PF, what about having low OD?

Because other top Power Forwards will almost certainly have higher JS/JR. If a PF has low OD, he is a basically a Center and will get torched on outside shots by his opponents. If you look at all the PF builds that people are suggesting, nearly all of them have a decent amount of JS/JR for their PFs, which is why OD is also needed. OD is one skill that you can almost never have too much of in my opinion.

I would suggest 1-2 weeks of 1v1 Forwards, and if you can do it between now and the start of next season, train PA until he gets a pop. Try to get his OD to inept (or better) ASAP.

You all like your PF with high SB, and as you said it works best with another good shot blocker center near him. But if you don't have a very good SB center, would you still prefer your PF with high SB skill?
I know we're talking about ideal here, and what i'm describing isn't the ideal situation, but good shot blockers are still not very common (probably in few season they will be more common), and I think maybe one good shot blocker on your team might get him into foul troubles, and maybe you better have a slightly better ID and lower SB.

After for so long stacking the deck with very strong interior post players that could not defend the JS so I could not see my weakness till I got to D2 and lost to teams that I actually had better ratings but lost games......after breaking down what I was seeing then accepting what I was seeing...I saw that a JSing PF did me in for the season!
It took a season to turn my team from inside dominant to JS PA and OD...I love the results.
I'm now built like no other team in my division and the run away favorite is not built for defence of JSing big men and his only loss of the season is against me.
But this topic and strategy about the pf I have seen for years with Managers like Hrudey and Hokied (Deronimo).....they stretched the defense with good JSers.....throw in the Sungrazers too.
