he has nice C starting skills, but is a little small and has rather low potential for a C. There are basically three ways you could go with him:

1) undersized C. Just train him in his C skills. You'll get a nice passing C. His lack of a Jump Shot would be the only issue.

2) PF. Train his C skills for one to two seasons, then switch to his JS and train that up a lot. A little OD training won't hurth either, but he won't need much of it.

3) Outside SF. Start training his OD, and go on doing that for about two seasons, with a little passing and/or JR sprinkled in for good measure. Finish him off by giving him lots of JS and Driving training.

He is no chance of being a SF starting with Atrocious JS and OD (2 of the most important SF skills).

If he's only getting trained in these two skills, he'd be pretty good after four seasons. 12 Skillups in OD, 12 in JS, and 2-3 skillups each in Driving, Handling, Passing JR, IS and ID would make him pretty good, and that's achieveable in 4 seasons.

I'm thinking about making him a SF,because he has all around skills but lacks height to become a great PF or C.

I'd train this guy as a SG, if I had him.

he has nice inside skills, which will help the SG he'll become to be more balanced, without having to train inside for a single week. His height isn't ideal for inside training, so I would't go for forwards.
In fact, if you train this guy an entire season of pressing, single position (PG) first
, and next season you train on outside shooting, snigle postion (SG) for the entire season, you'll have a nice SG already.
You can use his 20th year to tweak. JS, JR, OD, Driv, pass, anythnig, just to make him perfectly rounded, so that when he becomes 21, he'll be able to join the U21 team for your country.
You could opt to make him a SF, but I think inside training will be slow, so it would take longer to create a SF of equal quality as the SG you'll have when he becomes 21...

They are not your friends; they dispise you. I am the only one you can count on. Trust me.
