Of course it is fair - everyone has the same problem.
The game would be way too easy if it didn't have wrinkles like this. This forces you to make decisions (i.e. do you go for 65 minutes for a few players, 35 for a few and some with zero so you get five guys with top GS or do you try to give your full rotation c. 48 minutes each so everyone has decent game shape) which is what a well designed game should do. I almost feel like there should be more things like this that force you to make tough decisions.

Someone in a similar thread suggested that the allstar break is a good time to train FT or Stamina
I thought that was a really good idea myself.

I agree that it is a good time to train stamina/FT. As for the game shape, if it drops a little it's just like in the beginning of the season. After a week it'll pick up again. In every real life sport where there's a small break during the season there's bound to be a little drop in shape, but it goes back up pretty quick
