Yeah, it's perfectly normal to want to play in a country you belong to, but I'm asking if it's against the rules to play in a country that you have no relations with. It doesn't say anything about it in the rules.

Yes it is against the rules. We would not accept a player that signs up to play in a country they do not live in...barring a few exceptions.

Since the thread is already here - in the rules it's not explicitly mentioned if it's allowed to give away (or sell for that matter) a team to another person. BuzzerBeater Terms of Service indirectly suggest that it's prohibited, but one might say that it's a matter on interpretation.

If it's actually allowed, then under what conditions can it be done? It's not that I'm planning to do that myself - there are other players bragging in forums over an overtaken team.

Actually it is clearly stated in the Terms of Service 7.6
6. Auctions and Sales. It is against Digital Field Theory policy to allow accounts, characters, items, or money to be sold – for real money, or on other auction sites, or otherwise. We will ask auction sites to respect this policy. We do not allow trades concerning any other game's accounts, characters, items, or money to be performed, advertised, or solicited, unless these transfers occur exclusively on the Transfer List that is a part of the Site. We will terminate accounts that we believe are in violation of this policy.

...and if the transfer of a team happens without money involved. Say, in some time I get bored with a game a let my friend (having no team in BB) to take over.

Yes, but I think its a dumb rule. Why not what if you have friends from there you wanna play in a league with, but you didnt pay money for the supporter features? I think that shoukd be changed

I think it's a wise rule, since it's protects local communities of smaller countries. An average user might think, that it be fun to start playing in small country, f.ex. Lebanon, this way he would have bigger chances to top the league, win the cup and play in BBB. Allowing users to register where they want would result in many foreigners playing in small leagues and eventually will "destroy" them.
