I won't give too much skill info,
but his rebound skill was the highest before the update and is now, not any more. So there was not a big difference in the skills.

I don't think that's a bug. Actually, it's enough to drop by 1.04 for you to see a double drop (for example, from 14.02 to 12.98).

I don't think it's necessarily illogical... it is, however, most unfortunate.
