@GM-Nirman: Rising star is an example of a category with non-linear achievements. It's not a bug.
Skeleton crew is an achievement which was not awarded historicaly and will be given only to teams who have less than 10 players from now on. There are other achievements like this which couldn't have beed awarded historically, mostly because of insufficient data.
You're right about the national hero achievement.
As for the peoples choice achievement, it should not matter which teams you were elected for.
