Yes, the end of this season.

I'll have the #1 pick in Utopia, so I will definitely use draft points.
In future seasons, I'll be using cash for player acquisition and salaries to be competitive, not to acquire more draft points, so I will definitely take a shot at this season's draft.

There should come a time (hopefully for you rather sooner than later) that you will promote, and after promotion you'll probably have a hard time competing, meaning you'll probably end up in a good draft position. You can save some more scouting points in the meantime, and then will be a perfect time to use them, as opposed to this season.

If you do insist, my previous advice on how to spend them would be wise.

I agree, although I've tended to have the annoying tendency of doing well when I promote too. ;)

I would go for "Group demonstration" ... this would narrow down to 19 players. Out of these players, 13 points could allow you to interview 6 players. Hope you could find one or 2 nice draftees.

You dont know... I don't even know if there is list of players and there playing ranking, maybe after the draft but before it. .. Im not sure.. Could be just blind guessing within the manager picks.. But you should take the 5 star player. if choose him.

On your league page, in the drop-down menu, select Ranking Comparison. That will have the draft ranking for the league as it is at the moment. It could change based on future wins and losses (and forfeits). I don't know if it takes forfeits into account.
