Buy players and don't sell them. That gives you high balls in both.

If you fire players it doesn't influence as far as I could notice anything in the fan survey.

Adding players ups it.

I doubt it, I've bought three starters and only sold one player in 3 months and I'm still sitting at only 2 balls.

it seems a pretty unfair/unachievable set of categories.

I have to disagree.
I managed to achieve 5 balls in both categories at the same time. Last season I had for two weeks 4 or 4.5 balls in both categories at the same time.
Even now, I have 4 and 4.

I am familiar with the star players, and am not afraid that they will be transferred 4
The general manager is doing everything he can to try to improve the team 4

And my fans are a bunch of *cough... cough*... ;)

edit: and at the beginning of this season I sold four players. All of them important for my team. And I'm already back at 4.
