We will be showered in money pretty soon

More like a dam bursting on a small town but I do agree.

What would be best is for the BBs to rethink the idea of extra promotions. This won't happen though, because their decisions are always right and can always be viewed afterwards as a success because whatever it brings about will be seen after the event as the desired result. In this case, inflation, massive prices, which will be seen as an improvement to the profit of training. It won't be; because training will become massively expensive as the price of trainers will rocket, but never mind that.

How is it broken and unbalanced?

Why the need to drain money? The more money the manager's have, the more each player is going to go for. It balances itself out.

They could have a soft cap and a hard cap (soft the money is stored away like in Hattrick and released a bit at a time if you go below, hard the money is shaved off the top and you lose it forever).

They could, sure.

But, now that the fan survey is in place, which will devastate those teams tanking a whole season, or even a whole third of a season, it isn't necessary. Or is there a reason it is necessary still? I understood it was to stop people tanking for several seasons then spending up and buying wins.

Well technically it's harder but not impossible to amass over 30 or 40 million, so yeah I'd think it is useful after a certain point. How useful? Probably not much. It's very unlikely you can buy top competitions by buying them with or without cap. The 25 million limit was clearly an attempt to remove cash from the game. They say they want training but instead of looking at the economy problem as a supply (training) problem they only look at it as a demand problem (lots of people with a lot of cash wanting to spend).

Using a 'soft' cap where you store the money and you can still get it but not all in one go (like hattrick implemented) is probably a smart idea here and it's very transparent unlike other changes that have been made in the offseason.

Tell that to the new player that can't afford anything on the TL and quits the game after a season.

So you want all the good players to be really cheap so everyone can buy them?

New players should be able to shoot straight to D1 and have B3 run?

Then on the other hand you need to give new teams like 10 million and not the ridiculously low amount of, what is it 300k?

Imagine you start in a nation with 45 Users in DIV II. The old teams have 20k arenas and rosters worth 20 mil+. I doubt anyone will enjoy to spend ~2 years to get anywhere near them.

Unless you're in Utopia (and sometimes even then), you can always get some wins when you first start playing because there are bots and/or inactives in every low league.

If you could win straight away and shoot to the top straight away, this game would lose its appeal very quickly. Success feels best when you have to work for it, not when it's given to you on a silver platter.

As for taking two years, that's nonsense. If you're really smart, you could likely get to the top of any league in two years. Of course it depends how many other really smart people there are in your league. But, a game of strategy should reward those who think deeply and make good decisions.

I started out in Utopia last season and you can scratch the first season and a half. Thats like 4 months of no fun at all. Right now I got like 160k in the bank and looking to buy a stud (hint: I won't find one for that money).

This spoon feeding narrative is old. Nobody is shooting to the top straight away, but the path could be much less steeper.

The game is very complicated and has become much more complicated in the last few months. Question is if we only want to cater Mensa members, or target the recreational player too. Latter sounds more appealing to me.
