Here is an example of how the draft order used to run in the NBA which was more "top heavy" and more useful to us and our smaller draft pool size (8 in BB vs 14 in NBA):
Last place: 25.0% chance of receiving the No. 1 pick
15th Place: 19.9% chance
14th Place: 15.6% chance
13th Place: 11.9% chance
12th Place: 8.8% chance
11th Place: 6.3% chance
10th Place: 4.3% chance
9th Place: 2.8% chance
There is a remaining 5.4% that in the NBA which was available to the 14 teams rather then our 8 in BB. This percentage can be divided in some way amongst the teams above evenly.
No GM fixing... it's a lottery.
