Sorry, I think I said something confusing (although technically correct) when I answered a question of yours before.
The star ratings for SKILL are divided up 20% into each category.
The talent star ratings depend upon the potential, whcih is not equally distributed. Far fewer than 20% of players are 5* talent in the draft ratings, but 20% of them are 5* skill.
Thanks for clearing this up. I did realize you were talking about skills in your other reply, but that created two possible scenarios about how talent is assigned.
Since talent is unevenly distributed in the pools (and this was stated quite clearly stated when the default all-star potential were assigned), though there are two scenarios of how to do this: less players with 5* potential, or more potential categories lumped under the 5 stars.
In retrospect, the latter structure doesn't seem like a very logical solution in many respects
