Ok it will be 28 additional teams.......
That means 56 teams which can fill the first league and some of the II leagues.
Still there will be more competition for most of the small BB nations. They will have at least one league competitive and hopefully if it will implemented we can see more teams coming to the game from advertising as a result of the bigger income.
No much more though. You know there are 44 nations with less than 50 teams at the moment? How many are the supporters in the game? A few hundred maybe? How many of those will decide to have a second team in a smaller nation? How many of those will actually have any interest in their secondary team? Now divide that number by 44 and you will get a very modest number that will have barely any effect.
Have you also thought what happens when the number of active teams in a small country diminishes? There can be a point where a nation is only populated by foreign secondary teams which is ridiculous.
Bigger income? Come on, man!

Income will not increase as a result of this change. Do you think half of the teams will miraculously become supporters because they can have a secondary team? And even if income increases, it will not be by much. Certainly not enough to pay for advertising or attracting new members.
