Fingal here, is not a bad looking English player. He's only 19, he has superstar potential (which is more than enough for him as an outside player) and has, with the exception of Inside Shot, some very good starting skill levels.
I would consider training him either as a SG or PG, rather than a SF, mainly because his IS is very low and to bring it up to the level of his other inside skills would take a long time. (Not to mention all of his inside skills would then need to be increased a few levels more after this).
Training as either a PG or SG would require many increases in outside defence and other relevant outside skills. I see he has had an increase already there in the last week before posting. Inside Shot for PGs or SGs isnt as important as many of the other skills, because on an offense they will generally drive/pass/jump shoot to give their team the best offensive opportunities to score. Even this will depend somewhat on the tactics you choose.
His high starting Inside Defence is a nice bonus and may increase slowly when you train his outside defence. Assuming you train his outside skills very well, in all but the top divisions you maybe be able to play him at SF and contain at the defensive end, but with a low IS he may struggle to contribute offensively, particularly if he faces an SF who can defend inside and outside.
I must say though, in your league and probably in Division 3 when you earn promotion, a player like this will grow with your team and lead the team as he is trained well.
