NBA doesn't have a promotion / relegation system which is supposed to help. It does in most cases. However, Malaysia doesn't have enough users to make it balanced in the next few seasons unless some teams from the strongest conference quit the game. Malaysia divisions' II is not competitive enough to bring 5 good new managers every season.

I guess my question was more if it has ever been done before and if it would be considered.

With the anti-tanking measures in place right now, I'm pretty sure no league in the world has a Div II team that can be competitive enough to balance both sides, if one side is already too strong to begin with.

We have the same problem in the SBBL. Last season we had 3 crazily expensive teams in big 8, and only 1 in great 8, which actually turned bot. My team was probably the closest to the big 4 (before I decided to sell off my key players and focus on training), and my weekly salary was just slightly above the salary floor. But this season, with my absence (and the best Great 8 team going bot), a newly promoted team ended up leading the conference, but he's not tipping the balance over anytime soon - his roster is still pretty far away from touching the rosters of those top teams, and that's also partly because of him only being able to buy players below 200k salary. It's impossible to buy a championship roster right after promoting. So I guess most of the time such things are out of the question.

However, what you can do is weed out new players and guide them how to run the team well, and hope that they all go into the weaker conference and blossom from there. The newly promoted team I mentioned above was mentored by me for around 1 season, so while he hasn't touched the level of the top SBBL teams, leading the conference in their second full season is quite an achievement, so I'm pretty confident that they'll keep growing. If there are a few more such users, then it shouldn't be hard to balance out the conferences.

Hi, I have some questions about SG training.
I have a 21 yo SG, 107 TSP but with only 7 pot.
His skills:
JS:13
JR:12
OD:17
HD:10
DR:12
PS:10
IS:10
ID:11
Re:8
SB:4

His estimated salary is 45k.

I want to train him as a solid div.2 guard.
I would like him to have 16JS and 18OD when he completes his training. However, his training becomes quite slow after AS week.
What should I do to fully utilize his skills but without reaching his potential limit too soon?
Also, I should train him 1on 1 or JS in next season first?

Can't be helped man. The figures you are aiming for doesn't seem possible for his potential. Based on the salary calculator at Buzzer-manager he's used up 99% to 100% of his cap space, and 1more pop in JS would be fully 100%, so unless you want to train beyond the cap, you definitely won't reach 16 JS.

Thanks for the reminder, I noticed that in buzzer-manager.com too.
But how come i see there are some 60-80k with pot 7 guards in the market? How could it be achieved?

I guess it is because your player has some nice secondary skills which are also occupying some cap space but don't add up to his salary
