There is a single solution to that, and it is not what was suggested.

If you will put the new users at a new league, they will probably be with (almost) all bot players, and that will scare them away as well.

The only solution is to use some salary cap that will allow them to compete.
At most divisions the cap should be upon the middle assets value.
At the lower division, this cap is needed to be even lower in order of allowing new users to compete as equal.
This will make the lower league one that is more about game strategy and less about buliding a team, and there is nothing bad in that.

Right now there is no LA in japan. most of the translations were done by Americans like me who are English speakers first.

I think China has the huge support of Chinese American etc. folks that are fully bilingual to deliver the translation early and so forth, to make Chinese available, to bridge the initial gap. And then it took on a mind of its own and really a fullblown community like Italy or Spain etc. with help threads etc. in the native language.

something I wnated to do was get some threads going in Japanese, help threads and the like. So far no success. I was spending all my time managing the translation and now running the U21. I suppose when I am done with U21 and now that i am not the LA, I would have time to get some help threads going etc. But is it worth it if BB expects us to also do their advertising for them too???? They want me to pay $40 bucks a year and FOR FREE help them find more customers.

At this point I am more likely to recommend people not sign up. Hopefully tehy announce some fixes nexxt week that change my mind.

With no LA, Japanese right now is not getting updated or edited at all. With any big change and no LA, they basically have to take the japnese translation offline.

I don't believe that the forums being (mostly) in English is not the reason.

A new user is not realy looking too much on forums (at least I haven't at the first seasons) and that is not the reason that they will turn around and leave the game.
As one mentioned here, the probelm is that they get straight into a division that they cannot compete at.
The competitiveness is an issue on all divisions level and leagues, but because the Japanese community is so small, and contain many old users that acuired huge assets along the seasons, those new users has no chance to compete (under current rules - no salary-cap, etc), and they leave the game.

Putting any new user at a lower division will only create a small buffer, until they will get promoted (which is what is mainly happen at other nations).
In addition, they will face mainly bot players, and that is not something that "invite" a user to join and play a game.

I guess Malice will be happy to be capped at 150.000$.
I guess that the BBs will not care for YOU (any single user) where it will add much more.

Being capped will make it more about game-tactics, and most of the users here are for BB-managing (and hence will not feel to bad with that), and not for "eBay-managing" and competing with assets that are much larger than the competitor and feel that they are good at BB-managing.

As that capping will also be on your league, and will make it more competitive for those that are playing at your league for much less seasons, and hence has much less money, I guess that will not do you good.
Is it why you are against it? Because then the game will be more about BB-managing?

Let's mention here once again that in France there is not a single team post season-4 that is in the first division.
The reason is that each season a user plays resolve in pilling up more assets and making him even less possible to compete with.

For me there are two options to solve the problem:
A) Small nation fusing( combining small countries into "regional leagues"
B) More marketing in a places like Japan where there's no reason for there to be so few users.

Check the Suggestions they are important

Years ago I suggested to let new teams pick their own players in an expansion draft (free agents and retired players), so they would not start with a bunch of garbage players.

I am still convinced this would be a good solution.

At least setting up teams with a somehow competitive roster for their league would do some good. It´s hard enough to start with a bunch of scrubs in a countries 4th or 5th div, now if you don´t have a serious upgraded roster in a top league, you get bored quickly I assume.

Maybe there could be some "initial questions" to determine your roster ... like ... "which position do you like most?", "do you prefer a balanced deep team or a short rotation with one or two team stars", "all offense, best defense in town or just balanced" and maybe "grab all the boards! - go for the highlight reel (steals and blocks)! - distribution! all about distribution" and finally "youth is the key! - the mix will do the tricks! - veterans will do!" which could determine your teams direction to start with.

Of course, when a newbie team of that kind with a "somehow competitive" (read: team salary high enough to compete - on paper - for 6th spot) roster goes bot within the first 3 months, no player at all may go FA, else this would open up too many ways of cheating.

Cheating is a big issue there actually. Maybe even the transfer market should open AFTER at least 4 weeks in game (for selling players), to avoid that and encourage step by step learning and building.
