There are two different amounts. You never bought a player with 200-250k wages, and you could not do so now. You have paid 200-250k to purchase players with lower wages, however. You could do that again today. A new player could do that as well. There's no limit whatsoever on the actual transfer fee that you pay, as long as that bid doesn't run afoul of the overbidding rules or other things that are against the rules specifically. What a new player can't do is make a bid of $1000 on a "bargain" player on a NT with a $235k salary, because that salary will bankrupt him. People are free to make plenty of mistakes, but the restricted bidding is there to prevent only massive fatal mistakes that, sadly, were very common.
The easiest way to understand it is that you're either allowed to bid on a player or not bid on a player, based on your world rank. If you can't bid on a player, it's because his weekly salary is way too high for your current position in the game. If you can bid on him, you can bid as much as you want as long as it's not falling into the range of cheating.
