The day after they implemented the tax, when the Polish guys had negative values after the tax was applied, others and I did say that the logical people in the future wold be to just fire players instead of selling them: and sure enough for 15 seasons it has been going on. There are people with a 6 or 7 man roster buying scrubs EVERY week and firing them (so it costs them 1k or 2k, which is even less than their salary), so it doesn't impact them on the tax and they can happily keep trading on new players after every offseason.
This is so easy to fix, because frankly it is an oversight which has been known since the day after they introduced the tax.
