Huh? That´s a strange conclusion.

You´re basically saying:
In lower leagues, rookies are contributers, therefore the lower leagues need a D-League more than the upper leagues, because when rookies actually can contribute, the need to put them into a D-League is much higher.
Currently, on lower leagues, you need to train less for making a player that cannot contribute just after was drafted to a contributer.

A player that currently had not been good enough for getting training time at his (lower) league and had been fired will be , by this feature, sent to a D-league for a short time and then become a player that can be part of a team's roster, and get a regular decent training-time while back to their team's roster.

Excuse me for not beeing able to follow that path of logic.
Not all can follow logic.
There are some who just can follow suggestions that help themselves.

But this suggestion would HELP me. I think you miss that point. You have to be against it. It helps the team the more the bigger and higher they are.

No it is not. It helps all.

Lower league will finish with D-league training sooner, as they need to bring them to lower level, but all could use and improve using the D-league.

Of course that (as I've already wrote) using the D-league costs money.

Of course that (as I've already wrote) the player salary should be paid.

Of course that (as I've already wrote) it should be added to the feature that will not allow users to sell (or fire) their first draft picks at their first few seasons.
