this player of mine still falls slightly off your values. He is capped (no pops in JS with 7 trainings - plus 3 as secondary), but PU lower than cap. Lucky me! Possibly sublevels, although IS is surely low.

JS JR OD HA DR PA IS ID RB SB
8 4 4 7 1 1 16 15 15 4

8 superstar 24-26

PU(C)=PUmax= 23.32

Maybe I'm misinformed, but I thought I read somewhere that the skills we see, for example: prominent=10. You can take it as a 10 exact for calculation purposes, but I thought we only see the skill pops, and the skill is rounded for the public. Even though you have a 9.5 for example, you see a 10 on your screen. I'm just guessing here, but doesn't that somehow influence your calculations a little bit? Or are you just setting the threshhold on 10 instead of 9.5?

I think a 9.5 is still proficient. You only break in to prominent when you get to 10. Enthusiasm and (probably) game shape on the other is rounded off.

Well, you don´t know the exact rating of your potential either. So the margin of error or "fantasy" is still there nevertheless.

I think Josef does not consider the decimals in the formula, but if you know that the player has some training you can adjust it by your self( a player that have respectable in a skill should count as 7,but if he has a pair of training in that skill you can count as 7.6 for example )
