The issue is both training and arena.

Making training slightly faster (so that you get maybe 0.5-1.0 pops every season) would be great. A complete overhaul of the training system where you get to pick 1 to 6 trainees and you can train different regimes at different positions would be even better. As in select only 1 guy and you get 135% of what you get today, 2 guys 110% 3 guys 100%...6 guys 40%. Then select 3 regimes: 1.PA for PG; 2.OD for PG; 3. ID for C. 1st regime gets 50% of current training speed, 2nd 30% and 3rd 20%. Obviously you can select the same regime for all slots and you'd have the same situation as today. Training speed for double position regimes would have to be adjusted slightly to reflect the fact that today you can train 6 guys at 100% speed each week.

The arena however is a huge barrier for new managers. In practice you need to invest roughly 7 million to complete your arena with 20k seats. That's a huge amount of cash, no matter how you slice it. Tanking in the lowest leagues for a year (3 seasons) won't get you anywhere near there, even 2 years might be challenging, except perhaps in micronations. Knowing that you need 2 years or more in order to be able to finish your arena and compete is a huge barrier for new managers. In order not to penalise the long standing managers, the logical solution here would be to inflate the economy in the game or reduce the cost of arena expansion when the economy deflate (and my understanding is that the economy has significantly deflated compared to the early seasons). If you do that, 7 million become relatively cheaper (compare to cost of staff and players) or the cost of building new seats decreases, but the older managers don't lose out that much (as it would be the case if you were handing more cash to new managers)

That will make the game too much fun. Can't you at least limit it to something like "training speed is cut in half, but you can't take advantage of the players' skills increases until the salary update the next season?"

This works! However, every Friday morning your salaries would update throughout the season. Instead of limiting the testing to PL's however, we should test on GM teams during league play.

Imagine if training speed was halved but you were to implement dynamic speed training? Sneaky

It should be possible to build your own team through the draft and development and not required to rely on free agency in order to compete. Easily the biggest road block in managers staying long term.

100% agree with your argumentation, it takes way too long to train a player.

18-> around 22 should be boosted.
23-> above should be reduced. (or everybody will continue to train till 26)

What is the top priority to fix the game

So I think lots of people will believe that the Game Engine needs changing. LI too dominant still, not enough variety with tactics etc, and the slight changes that the BB's have made to JR and SB salary, new tactics, GDP etc have not resolved this.

So, i personally do not believe the Game engine is broken.

HOWEVER - I think the most important thing to 'fix' BB (ie: Resolve peoples issue with the game engine) is to provide people with adequate evidence that the GE ISNT broken.
a BB coming out and saying 'Use more SB' is not adequate evidence.

Maybe what the BB's could do, is run their own Private League using non-in game players, and show us how different tactics can be countered by players of different skill sets, and in general, give evidence to show that the game engine itself is not the problem.

I believe that once people have a valid league or set of games or set of real game and player info which proves that certain tactics can be countered (consistently) and that there are better options than just LI all the time, then this will result in the BIGGEST shift in the way the game is played.

For an app to be successful, it would need to be marketed.

Actually, not really. It would be enough if the current users downloaded app. On android this would put it on top of the popular downloads fairly quickly.
