I don't really think that SFs need better Inside Def. than Outside Def.
So, start training his ID till it hits strong and do the same with the REBS. Then, you can train his IS (I suggest till it hits prominent). When you complete his inside training, continue with the outside skills till the player is 24.

As itis right now very few teams are using inside SF's plus the fact that is much easier to train JS than IS

So what you are saying is that a SF with high IS and OD would give many opponents a problem.

You can say that but is not so simple. Try to built an inside attack. I guarantee you that is not easy task....

i would add, that JS is even with inside shot very powerful weapon of the SF, where IS isn't much important for the SF when you play outside tactics(like JR in inside). So you always have to defend his Jumper, and if you shot down hs jumper, you make him work less efficient.
