SF primary skills:
JS, IS, OD, RB
Secondary Skills
ID, PA, JR, DR/BH
The reason I put ID as a secondary skill is that inside small forwards are few and far between, so it's more of a luxury to train that skill to guard against a rare type of player. Rebounding however is useful in every situation, as is inside shot. Even in an outside offense there are inside scoring opportunities.
This is a weak guard(low JR) with IS and ReB,it's not a SF
I think that there is a little misunderstanding when we talk about SF role.There's a evident difference between a SF(no matter if outside,balanced or inside oriented) and a player that you could put in the Sf position in some games
A true Sf is a player that can handle decently every kind of player in the defensive field,and can be efficient both in inside and outside scoring(then he'll have his strenghts and his weakness)
A player that you can put in the Sf position is a player that has primary skills relatively close to a guard or a big man,that you can use to boost a particulary attack or defence,and have some secondaries skills that should allow him to win the overall possible mismatch(big man vs guard),or at least to not lose it
Id is more important than Reb when you build a true Sf because you should need it against almost every kind of player,while Reb give you not so great advantages against a guard(you lose OD or IS) or against a big man(that have an higher rebound than your SF)
If you are sure to play against a player in SF position that can't shoot from inside,in THAT specific game,surely ID would be less useful than Reb
But you can't think to build a player to play against one team,in the general situation Id is more useful in that position that Reb
