When inviting other teams, don't invite teams with a huge payroll if you don't want those teams. And before you accept an invitation, ask the inviting manager if there is a limit to the roster payroll for the teams getting invited. And if there is no limit, check out the other teams joining the league before accepting the invitation, and then keep checking to see what other teams join before the league is activated. And if you just don't know who's going to be in the league and/or won't be doing the research on the league, then just create your own darn league and invite who you want.
That works for me.

Don't ask what sort of Chunks they are, you probably don't want to know. Blowing Chunks since Season 4!

I think your 100 steps program to joining a private league is a good option for those who have a lot of time :D

I don't think it takes that much time. My current league seems to be a good for my teams (I'm 1-2 and should probably win about half of the regular games and will be feared in the playoffs), and all I had to do find it was post in the PL thread that I was looking for a league. Within 2 days I had 5 invites and it took about 8 minutes to figure out which league was the closest match to my team's competitiveness (1 had a lot of really great teams, 1 would have been very little challenge for my team, and of the others I found one that I felt was the most balanced and closest to my roster's capability).

Similarly, when I create my own leagues, I just post that I'm looking and I get many teams messaging me that they are interested. I invite the teams that within a general range of competitiveness and can usually hunt down other teams to round out the league with a little effort (creating a balanced league takes a little more time than joining one). It's really not that hard and not so time consuming.

A roster salary cap doesn't necessarily get you what you want anyway. Some teams have maybe 4 or 5 huge salaries and no depth, some teams have a large roster full of mediocrity but more payroll. And once a league starts, some teams may buy a superstar or two from the TL and go above the salary cap (especially if teams promote to a higher division before the end of the PL schedule).

It's my opinion that current system isn't broke.
