Well, if you *really* think you need all advanced staff, go for it. If you're paying 60K staff salaries though in D.IV, you're very likely high. I'm running Advanced trainer / Competent PR and Doc for 30K. Little performance difference and I'm paying 30K less a week which is significant in D.IV. My league for example is running 42K average staff.

Looking at your Arena, you either need to build more Bleachers and Courtsides or raise the prices. Or both. The winning teams in your league are selling out their Bleachers at $11 for the most part, so I'd set it to 11 and see if you need to build more Bleachers after that. Courtsides are a bit harder since the rest of your League is following absolutely no plan with them so it's hard to see a trend. From what I can tell though, 120-130 is a good price. Again, take a look at sales after that to see if you need to build more. A few small Bleacher / Courtside projects won't take you more than a week each time and should net you more money there.

Hard to tell what you've got going on with players. Compared to the rest of your league your roster is pretty strong and without delving into your play strategy (which would take a while) it's hard to say what I'd do there. It looks like you don't train at all which allows you to run a lean roster, which is definitely one way of doing things. It's just not one that I'm familiar enough with tactically to say where I could see cost savings.

I haven't looked at your situation at all but if Kung Fu is right and you are not training at all then you can sack your trainer and just have a basic one, then do stamina, free throws or game shape every week.
