Monkey is completly correct. The salary floor is an excellent concept it ust needs the numbers tweaked a little so that it is more like about 50% on the average salaries in the league rather than the current level. For example in the ABBL right now the average salaries are about $6-700,000 but the salary floor is only $240,000. If it was raised to $300,000 it wouldn't be a huge difference but would mean the bottom teams may as well have a more competitive team but it wouldn't impact too much one competitive but very salary efficient teams.

Simple and easy to understand.

PS: I still think there should also be a salary cap above which you should have to pay a luxury tax but working out where that was could be difficult. Probably around 50% above the league average so once again taking the ABBL it would be $900,000 which right now isn't anyone.

It is called - Soft and Hard Salary-caps.
The Soft one is a cap, where a team may pay above it, but will need to pay tax for that to all of the other teams who hadn't.

The Hard-cap is one that cannot be passed.

Regarding the Salary-Floor, as written, there should be exceptions (that had been described at the first message of this thread).
