That's what I encounter when I contact managers for U21 players. The situation you describe happens too I believe, but I think if the concept of training (it's more effective for younger players) is clear, that problem will partially be solved too. I do believe some managers will be confused by the term potential, and think it's more than it is, but I don't think a change in the name is necessary because it's accurate. Some additional explenation might be good though, to make clear it's just that, potential and without work it's worth nothing (like in real life).

If any player intends to have some level of success, they probably need to read the game manual.

Potential: While all players can improve their skills with training, not all have the ability to become superstars. Potential acts as a soft cap on player skill. When the player's skills reach the maximum their potential will allow, their training will slow down considerably, but will not become zero

Seems pretty straight forward to me.

Yeah nobody reads a game manual unless you force them to, or incentivize it.

Like, "Read the game manual, pass a quiz on it, and get 50K" Then people would read it.
