I don't know if it is legal but while accesing to the game there is a choice to choose another country than you are logged from. So, assuming it is legal you can make new account and play in any country you want.

As nothing have changed significantly over last seasons, what makes to come back to the game? What I can see you are exactly the same frustrated person which whine on forum about game level in Japan.
