I'm not necessarily saying its a bad thing, hell I've been around on and off for 32 seasons now myself, I love it! But the amount of patient people searching for old clunky online web games are very slim. The younger population is gonna be swayed away from the old design and pacing, the older population likely isn't searching for random online basketball manager games. Thus the population is slim and limited.
You want a real change, don't spend the money on advertising. Pay a gaming web dev $10,000 and have them fix up how the site looks. This will at least make the game more aesthetically pleasing and get more of the younger audience involved.
As far as pace, maybe start up a second new server where everyone gets their entry 300k and we start fresh but with faster seasons. You'd need to reword how GS works and tweak a few monetary things, but it would work. Would everyone play it, no, but would it have a better retention rate then what exists now, absolutely.
An app is a good idea, i'll need to see how they implement and advertise, but pacing is still gonna be a problem and I see a second server as a feasible solution that many other web games have done.
