The inside isolation tactic does not necessarily mean that it is always the inside players who shoot. The shooters are most often the players who have the best IS on the team and the best advantage over their direct opponent.
This is correct, inside/outside insolation seek the greatest advantage between the best shooter and the worst defender. It doesn't mean they're inside or outside players. Tactics identify whether the shots will be inside or outside.
For example, my team's last league game. The best shooter was the PF, but most of his shots were from medium and long range.
