It is not a bug. Bought that player last season, it was never drafted. It was from the start of some team creation, probably started with 20 exp

Anyways i agree that such high randomness of skills is unrealistic. It needs to be changed. Now for "star" players new team receives after tutorial, skills seem to be randomized 1-20

Saw 20 OD guy before for example.
