You just named six skills this player has a serious deficit in - have fun training JS, the most important skill for an SF, this skill alone will take ~2 seasons of training. JR training is a pain in the ... and FT + stamina will take a lot of time too.

For 1.5 million I would rather buy a 22-23 year old guy with good overall skills and finish his training.

well he will prob never be a good PF with that JS and JR. If you want to spend a whole season getting that up then you can but its a waste. Also IS is a little low. I would train IS up to average then work on OD, passing. He can be a very good defender and rebounder, but hes scoring ability will always be a little low. He looks like an alright trainee

that is a Great player. Train him well on passing and defense first and focus on them till next season where you switch to shots.
Btw, the guy is pick 47? Woowww what a lucky bust. you are a LUCKY player

I think he can easily make your U21 with at least L5 trainer and one position training. Ask your U21 manager though if he wants a PG, a SG or a well-balanced guard. My 18-yo was a tiny bit better than yours and after two seasons of training (and few weeks of the new season), he looks like this:

He will probably be the best PG of his generation. I don't know if your could be too since USA U21 probably has better players than Slovenia, but he will be one of the top nevertheless, given proper training. One word of advice: Don't spend too much on 1 on 1 and JS training until he is 21.
