I'd argue the only important thing is activity and trying to inspire managers. Before tonight, our three wins were against Bahamas, Ecuador, and Costa Rica. Those countries have 19 active managers combined. Considering user turnover small countries face, those three nation's combined pool of available talent is less than any single league in Canada, and the average league in Canada might draft 1-2 good players, much less than 1 of which turn into anything close to resembling a U21 player.
We lost to Jamaica (10 users). We lost to Venezuela with help from poor tactics. Also, again due to tactics, it's more than likely we'd have lost to Ecuador (6 users?) if they didn't GDP. Not exaggerating.
The U21 coaching title entails more than narrowly beating countries with 5 users. If we're genuinely this awful, we're doing something fundamentally wrong with developing players. Takes a lot for me to disapprove of a manager but for the time being it will remain that way. I have plenty of confidence in sparky, I just don't think he's been good enough yet. Our win tonight was against a superior-looking team, but it simply wasn't a legitimate or skilled win in my opinion. No offence at all there.
